Richard Hawkes explains NPPF Paragraph 55. The 3rd iteration of the Paragraph 84 policy

In March 2012 the Government issued new national planning guidance in the form of The National Planning Policy Framework (NPPF). Paragraph 55 advised local planning authorities that they should; ‘avoid new isolated homes in the countryside unless there are special circumstances’. Bullet point 4 of para 55 described one such special circumstance; “the exceptional quality or innovative nature of the dwelling.” Richard Hawkes, director of Hawkes Architecture talks through this 3rd iteration of the Paragraph 84 policy which has become his practice’s core focus since the company’s inception.
