Richard Hawkes explains Gummer’s Law. The original Paragraph 79 policy – PPG 7 paragraph 3.21

In 1997 the then Environment Secretary, John Gummer, revised Planning Policy Guidance 7: Countryside to include PPG 7 Paragraph 3.21 which was the first iteration of what we know as ‘Paragraph 84’. Richard Hawkes talks through the initial policy and what it sought to achieve.
